The RTA developed the concept design during the environmental impact statement period. Detailed surveys, engineering and environmental investigations produced a concept design that identified where the highway could be constructed, what it would cost and what environmental, community and engineering concerns needed to be addressed. All this information, together with standards of design, engineering and environmental safeguards required by RTA, have been passed to the alliance for implementation.
The detailed design of the highway upgrade is being undertaken by Alliance partners, Parsons Brinckerhoff Australia Pty Ltd. The design process, including verification, will be finalised element by element before construction takes place.
Designing a highway involves integrating all aspects of safety (traffic, construction and operational) and environmental protection within the constraints imposed from stormwater drainage, optimisation of earthworks, and construction costs. A risk assessment approach is adopted throughout the development of the design.
